the u.s. postal service with the financial situation is look grimmer by sunday, the service is required by law to pay the federal government 5.6 billion dollars. this to fund health care benefits for retireees but it won't be that because they don't have the money. it's going to be the second time the service had defoughted on a -- defaulted on a payment. they will run out of money by the spring unless congress acts

-- ballmore book festival -- baltimore book festival coming up. >> reporter: and 95 up in elk tonight first accident of the day. more coming up in a bit. but a lot of birds in the forecast. >> we like that. we are not used to that. we like that. we have the rain coming down and i am pretty sure the accident is because of the rain because around elkton we are seeing wet weather this morning. as we look at maryland's most powerful radar, look at it coming down. you can see the big batch of rain back in pennsylvania. this has lightning with it and will slowly but surely make its way off to the east but in maryland this morning, we are dealing with the heavier rainfall coming down across the area. now mainly across the eastern shore. that will continue through the morning hours and we will get a break and then we will do it all over again heading into the afternoon. you're wondering if you need thecoat like yesterday or the day before. you don't need it. you need the rain gear and temperatures in bowie at 63 degrees. 58 in glenwood and 64 in nt island this morning. temperatures well above average

because of a southerly breeze that is blowing in. also we are dealing with a little patchy fog around baltimore county this morning. so take it easy as you head out and about. this is what it looks like as we head through the hour by hour forecast. this morning, the temperature coming in right around 65 degrees. and as we go throughout the day, we will be seeing temperatures bump up a bit because of the southerly flow. let's check the abc2 timesaver traffic with lauren cook good morning. >> reporter: good morning. as you mentioned, the rain is coming down hard up in cecil county. and we do have the first accident of the day. it's on 95 in elkton on the southbound lanes of route 279. you will want to be extra careful traveling if the area roads really going to be jam packed. to avoid the delays use route 40 instead. now if you using the south side of 95, maybe heading to the airport, there are no delays right now. it will be nice and clear heading up towards the beltway or southbound down towards d.c. checking in and looking live outside, here on the northwest corner of the beltway everything is shaping up at old

court road. no delays heading down to 95. and 695 will remain delay free from parkville all the way up towards towson and if you are using the jfx to get into the city nothing out of the ordinary. 11 minutes right now traveling southbound from 695 all the way downtown to east fayette street. megan and charley over to you. after four years after maryland voters approved a casino the site is a empty lot. >> now we get a glimpse of harrah's bolt pore will -- baltimore will look like. >> reporter: the future of it is getting clearer. a huge sign went up yesterday. the developers of a proposed slots casino in baltimore isgiving us a look for a high quality high dollar facility. it will have more than 100,000 square feet of gaming space and a steak house and buffet and food court. it's planning to hire 1200 employees as well as attracting businesses from all over the

country. it is openly supporting question 7 on the november ballot that would legalize table games in maryland as well as adding a 6th casino in prince george's county bringing in another 500 jobs. >> the other casinos -- we would be responsible to build a brand new facility and we want to keep the money in the state of maryland and provide the services and things that goes along with it and table games is part of that. >> reporter: construction starts next summer and is expected to open in 2014. sherrie johnson abc2 news. a poll shows when it comes to expanded gambling in the state, it could be a close one. new poll bygone discals research and market strategies breaks down key issues come november 6th. 45% say they will vote for the expanded gambling proposal. 46% are against it and 9% remain undecided. that plan would allow a new

casino in pg county and table games in maryland's five other casinos. when it comes to same sex marriage, 51% of voters are in favor of it. 43% against and 6% say they remain undecided. the law if approved would allow same sex marriages to begin in january. now another issue on the ballot is the dream act. the law would allow undocumented students to pay in- state tuition rates for certain circumstances to go to college. 58% are in favor of the move. 34% say they are against it and 8% remain undecided. five minutes after 5. a woman in anne arundel county is accused of leaving her five young children alone in a hotel room while she committed a robbery. police say it happened on saturday tameka wright and jamesreed entered a hotel room- invited. reed pushed the man on the bed and demanded money. the victim gave them the cash and a cell phone. when officers arrived on the scene, they found wright's five

>> reporter: the scamers are capitalizing on fake tickets for the post season and for fans wanting to get in on some o's magic, don't get duped beforehanding over lots of money. right now the wild card game and all potential divisional series games are sold out. security experts say watch out for the counterfeit tickets. here's red flags to look for. if the ink on the ticket smudges or paper slits along the edges, chances are it's a fake and make sure there are no dates or times printed on the tickets because the post season schedule has not been set yet. >> police are worried and major league baseball is worried about possible counterfeit tickets and people unauthorized and selling tickets they don't have. >> reporter: and for all the fans out there, there's another buckle up rally for the o's from noon to 1 at mccormick world of flavors on light street and thursday from 2 to 3, at the wal-mart in severn. buckle up team will be there rallying fans giving away tickets for the game and the gear.
